Info Days for EC Programmes Culture and Europe for Citizens Organized

On December 19, 2008, the Government's Office for Cooperation with NGOs and the Ministry of Culture organized an Info day on the Community programmes 'Culture' (2007-2013) and 'Europe for citizens' (2007-2013). As of 2007, Croatian cultural sector workers can be full project applicants. Co-financing priorities were presented within the Culture programme, and those are: artists' mobility, circulation of cultural works and fostering intercultural dialogue. Cooperation projects, such as translation, are fostered with co-financing in the amount 50 percent and organizations are supported with co-financing in the amount 80 percent for operating expenses during one or three years. Projects in the field of museum/gallery sector, cultural heritage, drama, fine arts, performing arts and dance can be applied for financing under the Culture programme, with special emphasis placed on the interdisciplinarity of the proposed projects. The Cultural ContactPoint for this Programme in Croatia is the Ministry of Culture. As the State Secretary of the Ministry of Culture Nina Obuljen pointed out at the opening, each approved project will be additionally co-financed in the amount of 60 percent by the Republic of Croatia, provided that it meets the Ministry's criteria. Selection procedure for projects to be financed is based on the open annual calls for proposals published by the European Commission and implemented by the Education, Audiovisual and Culture Executive Agency (EACEA), on the website of which the calls for proposals are published.
The objective of Europe for citizens programme is to enhance the participation of civil society organizations in the European unification process, so it is open to civil society organizations, local self government units, schools and research centres. The ContactPoint for this Programme is the Government's Office for Cooperation with NGOs, which provides all the necessary information related to this programme and communicates the statements of interest submitted to the interested organizations in Europe with aim to find partner organizations.
As was pointed out during the Info day, these Community programmes contribute to European citizenship through European cooperation by highlighting the common European area with the common heritage and diversity. They do not connect states, but people in Europe, pointed out the Head of the Government's Office for Cooperation with NGOs Igor Vidačak.
Representatives of the Ministry of Culture and the Government's Office for Cooperation with NGOs presented the project applicants and beneficiaries in Croatia, the ways and criteria for receiving financial support, types of co-financing, programme objectives, ways of achieving quality an promoting the chosen activities, possibilities of international cooperation, application procedures and examples of successful projects for the both Community programmes. Representative of the Spanish Ministry of Culture Augusto Paramio Nieto presented Spain's experience in the implementation of the Culture and Europe for citizens programmes, and attendees were able to get individual consultations with the representatives of Croatian and Spanish state bodies, Contact points for both programmes.
