European Commission has invited tenders for assistance to third countries

The Framework contract (FWC) is one of the tools for delivering this European Commission assistance by engaging in short-term operational services for the exclusive benefit of third countries. It is a multiple FWC with several contractors per lot and with a reopened competition for each assignment. Under the FWC, each assignment is awarded after consultations with several Framework contractors). The objective of the multiple Framework is to provide short-term operational services, mainly on-the-spot, for exclusive benefit of third countries receiving external aid (Central and
Eastern Europe, Balkans, former Soviet republics, Latin America, Asia, Mediterranean countries, Africa, Caribbean, Pacific etc).
The applications for the selection process for the new FWC which is tu run from 2009 to 2013 must be submitted by 25 August, 2008 at 17:00 hrs (CET) at:

Participation is open to all legal persons [participating either individually or as a consortium of candidates] who are established in a Member State of the European Union or in a country or territory included in any external aid program, except for the lead firm of such group, which must be eligible for all the external aid programs.
The FWC will be concluded at 0 (zero) Euro. An estimated yearly budget is given for each lot separately. The multiple FWC will be concluded for 2 years with the possibility of extension for up to 2 years.
