Managing of the EU Pre-Accession Financial Assistance

The European Commission acknowledges substantial efforts by the Croatian authorities in order to reinforce its administrative capacity in better managing EU pre-accession financial assistance.
To this end, the Commission can agree to lift the suspension of the endorsement of contracts under the Phare 2006 national programme - which amounts to 52 million EUR. In addition, the Commission will re-instate 5 million EUR of funds under the IPA 2008 envelope.
Nevertheless, in the light of continuing shortcomings in the implementation of Phare 2006, the Commission welcomes the Croatian authorities' commitment to further improve concrete results in implementation. In this respect, the Commission will closely monitor a number of elements which have been jointly agreed with the Croatian authorities. These include: the quality of the tender and contract documents, the timely submission of documents to ensure a smooth tendering procedure, strict respect for the conditions and pre-conditions attached to projects and continuous improvement of the management and control structures in line with the recommendations of Commission auditors.
