Presentation of the results of the CARDS 2003

On Tuesday, 22 January 2008 the Delegation of the European Commission to Croatia and the Central State Office for Administration will present the results of the CARDS 2003 Project "Support to Public Administration and Civil Service Reform", financed by the EU with an amount of 1.7 milion euros. The aim of the project was to support to Croatian Public Administration to develop into a citizen-oriented public service delivering high quality services through its competent staff. Together with the reform of judiciary and anti-corruption measures, this is one of the biggest political, economic and social challenges Croatia has to address on its way towards the EU membership.
The project provided assistance in adjusting the system of administrative procedures to the requirements of today and tomorrow and building up professional Civil Service.
Apart form the development of human resources management within the Central State Office for Administration, ministries and other administrative bodies involved in the project, the major result of the project is a new Draft Law on General Administrative Procedures. It provides new solutions for a more citizen-friendly public administration including the necessary legal conditions for using all modern information and communication technologies ("e-administration") and "one-stop-shop" organisation. It will ensure simpler and shorter administrative procedures. Croatian experts and organisations will discuss the law before its introduction in the legislative procedure of the Sabor in May/June 2008.
Equally important for the reform process is the implementation of the new Law on Civil Service, in force since 1 January 2006, but still not yet fully in practice. This project component included a pilot programme to introduce four Ministries and the Central State Office for Administration to the new legislation and procedures, and to test the system, before it can be completely implemented across the state administration.
The project started in January 2006 and will be finalized by the end of January 2008. It was implemented by a consortium led by the British Council. The Central State Office for Administration was the direct project partner while ministries and other administrative bodies as well as the Administrative Court have also been included in project activities.
The presentation of project results will take place on Tuesday, 22 January 2008 at 11:30 in the Illyrian Hall of the National House of the Croatian Academy of Science and Arts, Opatička 18, Zagreb. Mr. Constantino Longares Barrio, First Secretary at the EC Delegation to Croatia, Mr. Antun Palarić, State Secretary for Public Administration and Mr. Ivica Kujundžić, President of the Administrative Court of the Republic of Croatia, will address the public.
