Regions for economic change

The conference about the economic changes of the regions have taken place in Brussels on 20 and 21st May, specifically in the Charlemagne building.
The conference was split up in two days. In those days several issues related to the economy of the regions, European crisis, globalization and distinguished projects were discussed.
The first part of the conference emphasizes in the cooperation and capitalization process. The speakers mentioned the importance of the knowledge-sharing between the different regions, in the public and private sectors and stressed the fact that the enterprises are focusing more and more on this methodology. Inside the public sector we can emphasizes UK as pioneer.
It is required to do a networking usage in a better strategic way.
Afterwards the speakers talked about their experiences with the projects in which they are involved; advantages, requirements, members, financing...
They give so much importance on the following projects:
- Rapide project (UK): fast project, 12 regions involved, creation of good practices, mutual interests, fast track, innovation vouchers, 24 months of duration.
- B3 Regions project (IT): co-financed by the EU, countries contributors UK, Greece, Spain, Italy, Poland, Cerdena, Bulgaria. Important elements: capitalization approach and fast track aspect. 8 Good practices.
- DG Information Society and Media: few thoughts for the future, more flexible regulation, technical assistance, monitoring and benchmarking.
- Interreg IVC programme (FR): regional initiative projects, capitalization projects. The way to innovate has changed. There is a new program for 2013, more flexible and with broader targets.
It is very important to keep in mind that it is not only simply about creating a program, it has to aim at certain objectives, have a tangible topic, in order to be developed in the estimated time, and concentration only on the financial side has to be avoided.
The exchange of good practices is very important, and at the same time necessary in order to learn. That's why it was suggested the idea of open the innovation voucher for an international scale.
The cooperation between regions and the creation of programmes brings advantages to the commission. When a project is developed the actors have to send information regularly to the DG Region.
The second session of the conference focused on the importance of reducing the production of CO2.
The aim was to identify the better way to use the resources to achieve a society with less CO2 and greenhouse gas production.
It is worth mentioning the presentations of Czech Republic, Lithuania, Latvia and of the KredEx, Jessica and Elena projects.
